missing default icon theme

Bug Description

It's set to "Tango" by debian/patches/01_use-tango-icon-theme.patch but we don't install it by default anymore, so we should probably change that to "GNOME".

(this does not affect the default Xubuntu session, but the Xfce session when people install Xubuntu.)
