Keyboard shorcut for switching keyboard layout stops working randomly

When Xubuntu is running for some time (2-3 days), the keyboard shortcut for switching layouts (US/Russian with Alt-Shift in my case) stops working. The layout can still be switched by mouse from Keyboard Layout in xfce4-panel, but not with the keyboard shortcut.
It makes logging back in impossible if the screen was locked when other than US layout was active. (Xubuntu 17.10).
