Can't set my external display as primary

Bug Description

My laptop display is distorted due to some damage, So I use an external display to use the laptop, but in case of Xubuntu Xenial, I can not setup the external VGA monitor as primary in the display settings, the apply button remains inactive, so I cannot apply the settings. But I can able to do that in ubuntu-14.04.

To set my external display as primary I had to run "xrandr --output VGA1 --auto" and then to turn off the Laptop panel I had to run "xrandr --output LVDS1 --off" and it worked but The GUI Display settings still showing Laptop panel as primary Dislay and as active, lol.

Are you still experiencing this issue with a currently supported release (focal, impish, or jammy)?
