xfce4-settings-manager toolbar style doesn't change

Bug Description

While testing the daily ISO for Xubuntu 14.10 with GTK+ application Archive Manager open (as a test subject), nothing changes in the application's toolbar when changing the Toolbar Style on the Settings tab from one setting to another.

Are the toolbar style changes applied after restarting the application? GTK3 applications like Archive Manager might require a restart for changes to take effect.

Tested again, closing and re-launching Archive Manager after making a
change to the Toolbar Style on the Settings tab in Appearance. There are
no changes to the icons noticed (Open, Add Files, Extract, etc.)

This is actually not Xfce's fault, but the Gtk devs decided that this setting doesn't make sense:
https://developer.gnome.org/gtk3/stable/GtkSettings.html#GtkSettings--gtk-toolbar-style

Quote: "GtkSettings:gtk-toolbar-style has been deprecated since version 3.10 and should not be used in newly-written code.
This setting is ignored."
