Quit button only quits session, not shut down

Bug Description
I'm running Xubuntu Hardy (8.04) and when I quit using the menu selection, or the button up near the clock, I'm only taken back to the login screen. I think it's supposed to offer me the choice of shutting down, but doesn't. When I relogin, all my windows are still running that I left open.
