Does not end session if `x11-xserver-utils` not installed

Bug Description
Well, I choose log out and it does not happen. When next I try to just click on the "Action Button" to get the actions menu, I get this Error popup:
> Failed to run action "Log Out..."
> Session manager must be in idle state when requesting a shutdown
Seems similar symptom to bug #978333, but probably not the same bug, because it was fixed.
How can I help further? Is there any log I can attach?
Note that this is not a default xubuntu installation. Also, I don't even have xubuntu-core installed. I've hand-picked all of the packages. It would not be the first bug to have been exposed by lack of expected (yet undeclared) dependency.

I've discovered that installing the package `x11-xserver-utils` solves this.
So, my trouble is both a general one and a specific one.
The general trouble is that there is no generic description of a recommended or suggested dependency, so I often find myself guessing about that. And if something doesn't work, I go see which recommended/ suggested package I did not install.
And the specific issue is whether this can be made more clear. Perhaps this should be a normal dependency?
The package maintainer should be able to answer at least the latter.
