After unplugging external display, the Xfce session isn't resumed correctly

Bug Description
After turning the HDMI display off with xrandr and unplugging the HDMI cable, the Xfce session isn't resumed correctly. Some of the symptoms include:
1) Lost theming; GTK and icon themes change
2) Keyboard shortcuts do not work
3) User configuration not used; eg. xfce4-terminal uses the default font
4) When opening Thunar or the terminal, the default location is /, not /home/username as usually
Running xfsettingsd fixes symptoms 1 and 2, but symptoms 3 and 4 stick until reboot; can't check whether a logout would work, since there doesn't seem to be a session to log out from.
