Xubuntu default wallpaper not respected by xfce4-screensaver 4.20.1

Xubuntu 25.10. Install and login as your new user. Observe that the background image is the Xubuntu wallpaper. Lock your screen, and the lock screen wallpaper is the Xfce default.
