Display goes blank/off regardless

Bug Description

Fresh up-to-date Xubuntu 21.04 install.

In Settings:
Disabled screen saver
Disabled display power manager

Expected result:
Screen remains on forever

Actual result:
Screen is turned off after about 5 minutes(?)

Googling very hard suggested "xset s off" as a solution in a thread dating back to 2012.
Little bit more investigating showed that Xfce screen saver changes "xset s" params - they reflect the timeout specified in Settings. But when you turn off the Xfce's screen saver, it doesn't do 'xset s off' - it resets it back to defaults (on, 300 seconds). This behavior is just plain wrong.
