xfce4-panel does not show all windows if panel area to small

Bug Description
xfce4-panel created a submenu if the area for window buttons is to small to hold them all. Within this menu only windows are shown, which are not "stacked" (more than one window running the same program). Windows which are stacked are not selectable any more this way.
Having 6 buttons displayed:
* Chromium (two windows)
* Pidgin buddy list
* Thunderbird
* virt-manager (two windows)
* VMware Workstation
* Shell (four windows)
Now opeing one additional window, xfce4-panel creates a submenu, because there is no more space left to display one additional button -- two buttons + Window-Submenu remain:
* Chromium (two windows)
* Thunderbird
* Submenu button
The submenu-button holds
* pidgin buddy list
* VMware Workstation
there is no way to access:
* Virt-manager (two windows)
* Shell (four windows)
The submenu-button only displays single program windows. The four shell can not be clicked to bring them up and to focus. You'll have to close or move some windows to an other dasktop until you have less than seven buttons in the windows area of the xfce4-panel. A soon as this is the case, you can again select stacket windows again.
