Xfce "Action buttons" plugin does log out instead of shut down

Bug Description
When using "Action Buttons" panel plugin in Xubuntu it behaves incorrectly. To reproduce:
1) Add Action Buttons plugin to Xfce panel
2) click on it and select "Shut Down" in the dialog
3) Sometimes it will log you out instead of shutting down
This behavior is rather random - sometimes it does shut down, sometime just logs me out. I can't see any consistency.
