I'm running Ubuntu jaunty manually morphed into Xubuntu.

This bug was fixed in the package xfce4-panel - 4.5.99.1-0ubuntu2

xfce4-panel (4.5.99.1-0ubuntu2) jaunty; urgency=low

  * debian/xfce4-panel.install: don't ship default config files, they are
    already provided by xubuntu-default-settings (LP: #322296).
  * debian/rules: delete them.
