xfce4-panel freezes after upgrading 17.10 --> 18.04

Bug Description

I have a system which was installed as 17.04, then upgraded to 17.10 and now upgraded to 18.04.
Strating with 18.04, xfce4-panel freezes from time to time and I have to xkill it and run again. Did not investigate further.
No segfaults in dmesg.

I did nopt notice freezes on multiple systems with 18.04
