clock date ignores xfce language settings

Bug Description
The clock defaults to "%d %b" but the locale is wrong. The clock appears to use the system locale rather than what the user has chosen for their language. What happens is that with "%d %b" the clock shows the month in the wrong language. What would be the expected behavior is that the clock shows the month in the language selected by the user in XFCE itself.
For example if /etc/default/locale has this:

then the clock displays the month in Finnish regardless of which language the user has set in XFCE, such as Swedish or English. The user's XFCE settings should override the locale for all XFCE programs and applets.
