Clock in panel won't update in response to changing time zone

Bug Description

I'm here at Xubuntu Global Jam, and I booted this live session using a USB stick prepared with UNetBootIn on my EeePC 900A that I retrofitted with a resistive touchscreen. I right-clicked on the clock in the panel and selected Properties. I then changed the time zone to where I am, and it showed the current local time in the window, but the clock in the panel is still pinned to UTC.
