An empty launcher is created instead of a complete launcher in xfce panel

Bug Description
When I'm trying to create a program launcher in xfce panel, I have an empty gray launcher instead. I know that i can right click in the empty icon and go to Properties, but take a look:
Step to reproduce:
1. click with right mouse or touchpad button in xfce panel, and select "Panel --> Add New Items"
2. select Launcher and click Add, or drag-in-drop Launcher to panel
3. a gray icon will appear in panel
What I expected to happen:
3. the Launcher properties window opens automatically (that makes more sense and is more user friendly), and I can choose a program from a list (first button in the window) or make my custom launcher (button below)
I know that I can drag-and-drop a program icon from menu to panel, but sometimes it is not there.
