xfce4-notifyd was crashing a few times (see https://bugs.launchpad.net/ubuntu/+source/xfce4-notifyd/+bug/1220244 ) when I was trying to get my bluetooth working, and apparently took xfce4-panel with it.

Xubuntu 13.10 is EOL. Marking this ticket as closed. If you are able to reproduce this issue in a current Xubuntu release (focal, impish, jammy), please reopen or create a new ticket. Thanks!
