Pidgin task bar icon keeps flashing in xfce

Bug Description
The pidgin task bar icon is constantly flashing when its window is not active. I don't see any reason it should require attention.
I have not seen this behavior in gnome fallback or Unity (there it is integrated in the messages indicator).

I got rid of it by restarting Pidgin.
