xubuntu 9.04 volume control applet only increase volume to 90%

Binary package hint: xfce4-mixer

If I scroll mouse wheel on the volume control icon, I can only increase the volume to 90%. However, I can left click the icon to bring up the mixer window and adjust the volume to 100%.

My system:
Thinkpad T61
xubuntu 9.04

ok I'm a newbie but... this webpage tells me the problem has been fixed, but doesn't give any indication on how to fix it.

It says the bug was fixed in the package xfce4-mixer - 1:4.6.1-2ubuntu1, which is the version of the package in upcoming Xubuntu Karmic as seen in http://packages.ubuntu.com/search?keywords=xfce4-mixer&searchon=names&suite=all&section=all
