I suggest using pavucontrol for xubuntu sound management on xfce4-indicator

Indicator-sound will try first "gnome- control- center sound", then "xfce4-mixer", etc. It only opens a gnome-specific app because you've installed it. Anyway, it's probably a bug for indicator-sound, not xfce4-indicator -plugin.
