notify-osd appears over sound menu

Bug Description

I recently upgraded to Xubuntu 17.04, and am experiencing an issue with the xfce4-panel sound menu indicator. When I change the volume level using the sound menu's slider, notify-osd will appear over the controls and block use of the menu.

Another user experiencing this on a clean install:

Description: Ubuntu 17.04
Release: 17.04

  Installed: 2.3.3-0ubuntu6
  Candidate: 2.3.3-0ubuntu6
  Version table:
 *** 2.3.3-0ubuntu6 500
        500 zesty/universe amd64 Packages

Expected outcome: notify-osd will appear under the sound menu like in previous releases
Actual outcome: notify-osd appears over the sound menu, blocking the controls

This bug still remains in 17.10.

I can confirm that this happens with indicator-sound and notify-osd (or xfce4-notifyd), but not with xfce4-pulseaudio-plugin which does not send a notification when using its menu slider.

Is indicator-sound even supposed to show a notification in this case?

That's not the case with me. In Xubuntu 18.04 the notification appears over PulseAudio Plugin as well.
