package depends on upstart which is rather obsolet in 16.04

upstart normally is no longer used in 16.04, but this packages depends on it.
This package is the only one that keeps upstart installed on an xubuntu system.
This dependency should be removed.

From looking at the package content my impression is that the upstart dependency is unnecessary anyway. But I might be wrong.
