frequency monitor applet shows constant freq after linux-hwe upgrade

Bug Description

After upgrading to linux-image-4.13.0-26-generic from 4.10.0-42-generic, the frequency displayed in the CPU Frequency Monitor applet has been a constant 3.20GHz. I have verified that the CPU governor is working correctly with cpufreq-info at the command line.
