Window can't be reduced horizontally when items viewed as icons

Bug Description

I can't reduce the window horizontally *when* the menubar on the left is reduced to zero.

Steps to reproduce this bug :
*Launch xfce4-appfinder in minimized size
*Go to preferences and click on "view items as icons"
*Reduce the menubar on the left to zero (it should not be displayed)
* Try to reduce horizontally the right side of the window (from right to left)
* Nothing moves, it's blocked

Behavior expected :
The window should be reduced. If you try to reduce the vertical size of the window, it works.

Note :
It's really important to reduce the menubar on the left because if it's not completely reduced, it's possible to reduce the window.

Package used :
On Xubuntu 16.04 amd64, with the version 4.12.0-2ubuntu1 of xfce4-appfinder.

Confirm when items are viewed as icons - in fact extending the window so icon rows populate in longer rows stops the window from reducing afterwards

Open appfinder.

From preferences set Appearance to View as icons.

Minimise left hand 'menu' sidebar completely.

Extend window to right - expanding the icon view - try to reduce window size. Fails here.

Normal behaviour seen when the menu sidebar is slightly visible

I can reproduce with the current release but not the current master, ported to gtk3.
