xfce-mcs-manager crashed with SIGSEGV in layouts_plugin_create_dialog()

Bug Description

On a rather new Hardy, I installed xfce4, logged into a XFCE session, and started the settings panel from the menu.

Clicking the "keyboard" button always produced this crash, i.e. the keyboard settings won't open.
