I installed 1:0.10.8-0ubuntu1 from the ubuntu-x-swat PPA and can confirm that the driver update fixes the problem on my Intuos4 tablet.

WRT the problem on natty: xf86-input-wacom-0.10.11 uses the PAD device in absolute mode (again). #774938 (in particular its patch 503_fix_masked_transformed_valuators.patch) likely introduced a bug which prevents using the PAD device in absolute mode.
