[Utopic] Wacom stylus button does not work

Bug Description
I have a laptop with a wacom digitizer.
After the upgrade to Utopic, the stylus button (I have a single-button stylus) does not work any more.
I tested with xev, and no events are reported when pressing the button. I also tried booting the Trusty linux-3.13 kernel and the button still does not work, so I guess this is a X11 input driver issue rather than a kernel issue.

I managed to find the reason for the buttons not working: the Wacom option 'tabletpcbutton', which used to be 'off', is now 'on' by default. This can be changed manually e.g. with 'xsetwacom', but is reset to 'on' after reboot.
I think it would be better if the default was still 'off' as it used to be, otherwise the buttons only work when the stylus is touching the screen and not when hovering, which is less useful and unexpected behavior when upgrading from a previous version.
