Bug Description

Add support to the Xen hypervisor for the new APIC Virtualization features avaiable in newer Intel CPUs.

Expected Upstream Schedule: Xen 4.3

Implemented by three patches in upstream Xen git repository:
f62b02e xen: enable APIC-Register Virtualization
25b81a7 xen: enable Virtual-interrupt delivery
c892426 xen: add virtual x2apic support for apicv
