xen | Unable to reboot/shutdown domU if dom0-cpus != 0

Bug Description

If dom0-cpus is set (in my example: dom0-cpus=1), rebooted or shut down domUs keep hanging in state 's' (shutdown) and won't destroy or restart.

I use hardy 8/04 x64 and:

ii xen-hypervisor-3.2 3.2.0-0ubuntu10 The Xen Hypervisor for i386 and amd64.
hi linux-image-2.6.24-19-xen 2.6.24-19.41 Linux kernel image for version 2.6.24 on Thi

We are experiencing the same issue. floek, were you able to find a workaround for this issue? As of now, we are running a Feisty kernel.
