Most composed keys do not work

Bug Description

Binary package hint: xemacs21

In Preferences->Keyboard -> Layouts->Layout Options->Compose key position
Left Win and Right Win has been selected.

In Preferences->Keyboard -> Layouts -> "Type to test settings" I can now type:
<compose key>-a-e and get æ
<compose key>-o-/ and get ø

In xemacs these composed keys give the expected result
<compose key>-a-e (æ)
<compose key>-s-s (ß)
<compose key>-o-e (œ)
<compose key>-<shift>-a-e (Æ)
<compose key>-<shift>-o-e (Œ)

All other composed keys I can think of yield no output in xemacs, including:
<compose key>-a-a
<compose key>-o-/
<compose key>-u-"
<compose key>-n-~
<compose key>-e-,
<compose key>-c-.

A succesfully composed key, e.g. å can be pasted with the mouse from "Type to test settings" into xemacs.

The problem persists when changing the compose to right-alt.

The same problem is observed in /usr/bin/emacs21-x (via package emacs21).
