make-overlay not defined

Bug Description

Since upgrading, xemacs functions like find-file fail with the message "Symbol's function definition is void: make-overlay". I don't know much about the emacs/xemacs distinction, but this seems to be a reference to an emacs function.

I don't know why this popped up after upgrading from 16.04 to 18.04. Perhaps something to do with files loaded on startup? It doesn't seem to have to do with my init files, since the problem is still present when I run "xemacs -q" (don't load init file).
