add 'xset s off' to some startup script

Bug Description
it is needed to prevent monitor turning off during movie playback.
use case:
kubuntu, vlc
i added this line to /usr/bin/startkde
NOTE that energy saving will still be available via DPMS.
currently, judging by xset -q output both screensaver and DPMS monitor offing are done after 10 minutes of inactivity,
after xset n off only DPMS will be done. and vlc automatically disables DPMS during playback.
yes this can be fixed on a vlc side, but it will take more time.

VLC is letting xdg-screensaver from xdg-utils block the screensaver. If the screensaver still comes, then xdg-utils is missing or broken.
