Bug Description
My user-dirs are as follows:
> $ cat .config/
> pl_PL
>
> $ cat .config/
> # This file is written by xdg-user-
> # If you want to change or add directories, just edit the line you're
> # interested in. All local changes will be retained on the next run
> # Format is XDG_xxx_
> # homedir-relative path, or XDG_xxx_DIR="/yyy", where /yyy is an
> # absolute path. No other format is supported.
> #
> XDG_DESKTOP_
> XDG_DOWNLOAD_
> XDG_TEMPLATES_
> XDG_PUBLICSHARE
> XDG_DOCUMENTS_
> XDG_MUSIC_
> XDG_PICTURES_
> XDG_VIDEOS_
However English ones (Desktop, Download etc.) are still created on login.
