Switching locale to French, then back to English does not rename user directories

Bug Description
1. Switch from English to French locale and log in.
2. "Downloads" remains and "Telechargements" is created.
3. A bookmark for Telechargements is created and Downloads is removed.
4. Log out.
5. Switch back to English local and log in.
Telechargements is still there and the bookmarks are not updated to point to Downloads.

"Bureau" remains also, leaving "Desktop" empty. At no point was I asked if I wanted to rename these directories when switching back to English, but I was asked when switching to Chinese, French and German.
