Bug Description
Binary package hint: xchat
I propose that xchat be moved from universe to main for the following reasons:
1. A large portion of the ubuntu community already uses it on freenode.
2. It is commonly installed by ubuntu users after installing because no general-purpose IRC client is included by default and xchat-gnome is lacking features and customizability, and has not been worked on by anyone for a long time. Including this package in main would give users better access to a general-purpose IRC client that is still under development without having to resort to unsupported packages.
3. It has a popular set of features, including a customizable UI, and is extendable through the use of plugins and scripts.
4. It does not violate any of the main inclusion requirements. All dependencies and recommends are already in main, so moving it would not be a problem.
5. No known security flaws currently exist.
6. No major bugs currently exist.

There needs to be someone who will step up and actively maintain it, though (triage/fix bugs, coordinate with upstream, do uploads, etc.). The Canonical desktop team cannot do that.
