F1 alone cannot be used as a keyboard shortcut

Bug Description

Binary package hint: xchat

If I try and configure a keyboard shortcut for F1 alone it does not work - instead it brings up the help as if I'd never configured the keyboard shortcut. Ctrl/Alt/Shift-F1 all work normally.
