xrandr fails to change into the native resolution, useless setup whitout Wayland

Bug Description

Hello
I have found bugs from Ubuntu 17.10 (form 16.04 by do-release-upgrade)
a) xrandr fails to change into native resolution
b) disabling Wayland cause “Out of Range” → can’t login at all (no login via HDMI or virtual TTY:s)
c) X fails to detect old VGA monitor (ViewSonic VA902) native resolution (this is a persistent bug)

I have used dual monitor setup over a decade, started with Etch and turned into Ubuntu some years ago. First monitor is connected via HDMI and second one by VGA. During Ubuntu installations/updates resolution has been problem, with xrandr etc I have managed situation until now.

I have tested:
1) 16.04 & Radeon works OK with 60 Hz VGA modeline
2) 17.10 & Radeon: HDMI is OK but VGA cant’t go into the native resolution
3) 17.10 & Intel: HDMI is OK but VGA cant’t go into the native resolution
4) 17.10 & Radeon VGA without Wayland is Out of Range and useless
5) 17.10 & Intel & xrandr with “easy” modeline do not work
6) 17.10 & Radeon & xrandr with “easy” modeline do not work

I made mistake with update, want 18.04 but got 17.10 and don't recognize it!

I assume you've now upgraded to 18.04 so we should use bug 1777633 instead.
