xbiff doesn't beep

Bug Description

xbiff fails to beep, although xkbbell works fine

I am new to both Ubuntu (12.04) and pulseaudio (1:1.1-0ubuntu15.3), but have used RH and SuSE for years.
When trying to get the console beep working, I found extensive discussion of
* failure to get a hardware beep;
* failure to get an X beep;
I don't believe either of those is the problem I am having (unless there are 2 kinds of X beeps).

I am *not* trying to get a hardware beep (via pcspkr).
I *have* already implemented the fix described (among other places) at:
  https://bugs.launchpad.net/ubuntu/+source/pulseaudio/+bug/486154
namely to run the commands:
  pactl upload-sample /usr/share/sounds/ubuntu/stereo/bell.ogg bell.ogg
  pactl load-module module-x11-bell sample=bell.ogg
This works fine, allowing xkbbell (and hence xterm and emacs) to beep properly.

But xbiff still fails to beep.

I don't know whether this is a bug in xbiff, pulseaudio-module-x11, or possibly elsewhere in pulseaudio, but I have been unable to find further information about the difference between xbiff and xkbbell, let alone a way to make xbiff beep. (Irrelevant aside: I've been using xbiff for some 20 years; failure to get it working properly in Ubuntu is a game-changer for me.)
