Regression in autopkgtest for resolute

The recent upload of wsl-pro-service 0.1.19ubuntu for resolute is held in proposed due autopkgtest regression.

That version for some debdiff specific reason didn't mark the script debian/get-depends-go-bin-path.sh as executable and I didn't notice when pushing the git-ubuntu branch for sponsorship, causing the issue.

This relates to FFE #2142667.

Autopkgtests are failing in various ways for s390x. I'm updating the branch proposing to restrict the package availability to just the architectures Windows and WSL supports, thus excluding s390x.
