Create autopkgtests

The MIR process requires autopkgtests in place.

Description of the changes:
- Run the same tests as those run at build time, but against the installed executable.

The test looks good to me, I recommend having a more descriptive changelog entry to provide info about the new test though.

Also added an explicit `Depends: netcat` because two of the tests invoke `nc`
