(bad docs) The special network id “all” is undocumented in wpa_cli

Bug Description

In wpa_cli:

> help enable_network
commands:
  enable_network <network id> = enable a network

That's insufficient. What happens when someone runs “select_network 5” followed at some point by “save config”? It permantly disables all networks except network 5. Users who want to get back to a normal situation where all networks are enabled so that wherever they are a network is automatically select are then left running “enable_network 0”..“enable_network 1”..“enable_network 2”..etc. Pain in the ass.

This webpage mentions that there is a special network id “all”:

So after selecting a specific network, one can run “enable_network all” to get back to a normal situation. This possibility should be documented in the enable_network help text as well as the select_network text so those who use select_network are informed on how to reverse their action.
