Bug Description
I use fr_CA.UTF-8 and i'm unable to change the language of the interface in french in both ubuntu 8.04 and 8.10.
The translation is present in the package but not working.
Both changing the applications setting in the file menu or in command line :
$ LANG=fr_CA.UTF-8 wink
is not working.

The language of the interface in spanish in both ubuntu 9.04 and 9.10. fails too.
