I had similar issue on Ubuntu 23.10
$ ./Altirra64.exe
bash: ./Altirra64.exe: cannot execute binary file: Exec format error
Solved by adding of :MZ::/usr/ bin/wine: d/wine. conf

into /etc/binfmt.
and restarting of the service "systemd-binfmt": $ sudo systemctl restart systemd-binfmt
