Can wine / qemu-user-static work without COMPAT_32BIT_TIME

Bug Description
In the 24.04 kernels will start turning off COMPAT_32BIT_TIME can wine continue to work on 64bit kernels without those syscalls?
And also can one use qemu-user-static on amd64 to continue running i386 binaries that require COMPAT_32BIT_TIME?
