"Switch Off-Wifi" button though wifi is turned off

$ rfkill list

gives me the output

0: hci0: Bluetooth
        Soft blocked: yes
        Hard blocked: no
1: phy0: Wireless LAN
        Soft blocked: yes
        Hard blocked: no

which indicates that the wireless network interface is soft blocked and must be unblocked to be used (for example by clicking "Switch-On WiFi" in wicd-client). If we now start wicd-client it will give us the option to 'Switch-Off WiFi' even though it's already turned off.
