It looks like you are using XFCE and mythtv, is this a mythubuntu install of 16.04?

I've confirmed this with my mythbuntu 16.04 install with whoopsie 0.2.52.5 from xenial-updates. It might be interesting to try and bring down the network interface and then bring it back on line and see if whoopsie then comes on-line.

Restarting networking does not bring whoopsie online.

I've reinstalled network-manager and commented out all lines associated to eth0 in /etc/network/interfaces. Now whoopsie is able to see if the system is connected to the inter net again. perhaps one "quick" solution could be making the package network-manager a hard dependency for whoopsie package.
