cannot disable whoopsie via systemd & polkit authentication

Bug Description
Hi,
today I wanted to disable whoopsie service on boot but could not do it via Polkit authentication in systemd. So command "systemctl disable whoopsie" worked properly only with sudo.
I'm using Ubuntu 16.04.1 LTS and whoopsie-0.2.52.2. Here is some console log:
