whoopsie fails to build from source in xenial

whoopsie fails to build from source in xenial on all architectures, seen in a test rebuild. This already seems to be fixed in yakkety.

Accepted whoopsie into xenial-proposed. The package will build now and be available at https://launchpad.net/ubuntu/+source/whoopsie/0.2.52.1 in a few hours, and then in the -proposed repository.
