Bug Description

The offline / online notifications that whoopsie gives are probably only useful if we're running in foreground mode. Equally, it shouldn't be sending notifications when the state hasn't actually changed from what we thought it to be.

Yes, no need to fill up syslog with useless whoopsie messages.

/var/log/syslog gains about 100 whoopsie lines per hour, mostly of the "last message repeated 3-6 times" variety. Here's hoping this will be fixed soon.
