wget ignores the $http_proxy environment variable

Bug Description

Binary package hint: wget

The $http_proxy environment variable is set, but wget still tries to connect directly. I'm behind a filtering proxy / firewall, so this means that wget doesn't work at all for me.

Steps to reproduce:

1: Set up a network segment with no outgoing traffic allowed on port 80, except to a specify proxy server.
2: type in a terminal window: wget http://news.bbc.co.uk

My results from the above are this:

--2010-08-11 10:56:44-- http://news.bbc.co.uk/
Resolving news.bbc.co.uk... 212.58.244.59
Connecting to news.bbc.co.uk|212.58.244.59|:80... failed: No route to host.

I'm using an up-to-date installation of Ubuntu 10.04.1 LTS 64-bit. apt-cache reports wget's version as 1.12-1.1ubuntu2.

I think this bug may be why ttf-mscorefonts-installer and flashplugin-installer are failing on this computer.

I forgot to say: I have no ~/.wgetrc, and I haven't touched /etc/wgetrc, or anything else. This machine has a clean, untouched installation, having been re-installed yesterday.
